RTI as an alternative to a discrepancy model formula for eligibility. Previous models have been “a wait to fail” model with pre-referral, formal referral and assessment processes that were not designed to catch students up nor addressed “good first teaching” . English Learners in particular are not viewed through a linguistic lense. To ensure that Rti does not become one more model that ignores Els unique needs, a framework for Rti addressing the needs of ELs is required.
